Summary

This Facility Operations Specialist position is organizationally under the Resource Management Directorate, Logistics Department. The incumbent serves as the Facility Operations Specialist with responsibility for building maintenance and projects, logistics, and administrative support.

Responsibilities

Major Duties Include (but are not limited to): Applies facility management skills, principles, and methods to optimize the agency's investment in building, structure, and installed real property; Collects and compiles factual data for planning, space, services, fixtures, and construction and provides recommendations to the station officials through reports to the supervisor; Assists in inspecting, investigating, recording, analyzing, and reporting safety and occupational health issues, conditions, and patterns to identify and mitigate hazards and risks, and to develop abatement recommendations for safety and occupational health hazards; Performs physical security work by inspecting, analyzing, and evaluating security systems; Solicits bids/quotes for performance of work within authorized limits and serves as the Contracting Officer Representative (COR) for repair and construction projects; Evaluates bidder's capability to perform work and recommends acceptance or rejections of bids through submission of pertinent information to supervisor, approving official, or contracting officer; Maintains a log of action with suspense controls and inspects facility repairs to ensure work order completion; Monitors and tracks major and minor maintenance and repair projects from inception to completion; and Ensures full compliance with all certification, safety, fire prevention, and physical security program requirements. Promotion Potential: This GS-11 position is announced at the Full Performance Level (FPL).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/05/2020. Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. Individual Occupational Requirement (IOR): According to OPM Qualification Standards, Applicants must meet the IOR Education or Specialized Experience required for this occupational series.

Education: Undergraduate and Graduate Education with a Major study in engineering, industrial arts, property management, or business administration

Specialized Experience:

1) Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs

2) Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans

3) Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project You may qualify based on your experience and/or education as described below. Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience includes (but are not limited to): 1) Plans, coordinates, and implements a comprehensive facility project management team to provide an optimum level of service with minimal disruption/interference to facility occupants

2) Coordinates organizational space planning efforts to include staff and department relocations, facility renovations, construction, and office furniture reconfigurations

3) Tracks contractor's work progress, performance, and composes oral and written reports for the supervisor or management team

4) Develops and performs other logistics management operations that involve planning, coordinating or evaluating actions required to support specific missions or other designated programs

5) Supports the facility's space management function by providing direct assistance to activities involved in planning, executing office and equipment moves, furniture procurement and reconfiguration, as well as, coordinating building management activities

6) Manages facility documentation to include as-built, operation and maintenance manuals, facility specifications and designs work space, space plans, vendor files, and catalogs

7) Manages project execution for the agency to include scope writing, contractor oversight, and project close out

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., (if related)

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., (if related). Physical Requirements: The work frequently involves inspections away from the workstation.
