Essential Job Functions

Typical Hiring Range: $68,200.00 - $78,000.00 Annually

Salary to be commensurate with qualifications

Responsible for the planning, implementation, and oversight of daily operations of the Family Planning Program. Develops and monitors budgets; collaborates and works closely with staff, other programs, and community agencies. Provides direct services to clients related to reproductive health, sexually transmitted infections, and contraceptive counseling.

  • Utilizing the ten essential public health functions, assesses the health issues relevant to program areas and designs effective interventions. Implements and supervises public health program services, with guidance and consultation from the Division Director. In coordination with the Division Director, establishes goals and objectives of programs areas.

  • Assesses program outcomes in relation to the goals and objectives and transmits the assessment to the Division Director. Establishes and implements policies, procedures, and standards for efficient and effective operation and maintenance of programs. Monitors progress and directs changes in priorities and schedules as needed.

  • Ensures program compliance with medical standards, Local, State, and Federal regulations, and internal policies and procedures. Provides technical advice to Public Health staff and the public in the areas of expertise.

  • Provides direct services to Family Planning clients for reproductive health, sexually transmitted infections, and contraceptive counseling.

  • Ensures data and documentation are entered into electronic health records and state data collection system. Ensures staff are utilizing the electronic health record appropriately. Works closely with the Medical Billing Specialist to ensure claims are tracked and transmitted and to payer sources accurately and in a timely manner.

  • Assigns, supervises, and coordinates, the work of assigned staff; conducts performance evaluations and participates in the hiring and disciplinary process. Assigns activities and evaluates work of interns and volunteers.

  • Performs educational functions on behalf of programs. Develops and implements educational programs for the community; makes presentations to community groups. Works with community groups and other agencies to form partnerships for the furtherance of public health programs and concepts.

  • Attends State Title X meetings; communicates updates to Division Director and staff.

  • Organizes annual audit materials to meet State and Federal audit requirements.

  • Participates in State and Agency Quality Improvement projects.

  • Assists in preparing preliminary budget documents for Local and State agencies. Establishes program priorities and budget needs, performs needs analysis, directs the purchasing of equipment and supplies, and actively seeks funding for desired programs activities; Coordinates with appropriate fiscal offices, program managers, and Local health agencies. Monitors State contracts and Memorandums of Understanding (MOUs) for compliance. Assists in the application of grants, and ensures a program meets grant requirements.

  • Participates in agency emergency planning and response activities.

  • Promotes public health within the community.

  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment, and foster pride and professionalism in the workplace and community.

Qualifications

  • Bachelor's degree in Nursing (BSN) required.

  • Minimum three (3) years public health program experience preferred.

  • Minimum one (1) year of management and/or supervisory experience required.

  • Bilingual proficiency in Spanish preferred.

  • Experience with budget preparation.

  • Advanced knowledge of public health principles and practices.

  • Ability to supervise, guide, train, and motivate employees.

  • Ability to establish and maintain effective working relationships with employees, internal and external contacts, staff and management of Local, State, and Federal agencies, and the general public.

  • Ability to communicate effectively, both verbally and in writing. Skilled in training and presentation.

  • Ability to formulate plans, policies, and procedures.

  • Ability to communicate, motivate, and organize projects among a broad spectrum of personnel, frequently under deadline pressure.

  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.

  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner.

  • Ability to respond in a flexible manner and reprioritize work as situations change.

  • Ability to demonstrate sound judgment by taking appropriate action regarding questionable findings or concerns.

  • Ability to identify problems and work creatively to resolve them, considering the impact of actions on Public Health. Ability to identify results of efforts and current or potential problems and develop and recommend corrective actions to supervisor.

  • Ability to write and maintain accurate records and reports to meet management objectives.

  • Ability to maintain the security of sensitive and confidential information.

  • Ability to work independently and in a team environment.

  • Ability to perform under pressure and when confronted with persons acting under stress.

  • Skill in using a computer and various software packages including Microsoft Office.

  • Maintain regular and punctual attendance.

  • Must pass conditional post offer background investigation, motor vehicle record check, drug screen, and physical examination.

Licenses/Certificates

  • Must have current Registered Nurse licensure to practice in the State of Colorado; nurses with compact licensure must meet all licensure requirements set forth by the Colorado Board of Nursing within ninety (90) days of employment.

  • Must possess and maintain a valid Colorado Driver's License.

  • Must possess and maintain a valid CPR Certification.

Work Conditions

Work environment may be noisy and include potential exposure to infections, blood, and contagious diseases; potential exposure to pets, second-hand smoke and other environmental hazards. Some travel may be required using own transportation; work may be assigned in various locations. Must be able to safely lift and carry up to 25 lbs and bend at waist or knees to get down to child's level. Must be able and willing to respond to sensitive situations twenty-four (24) hours a day, seven (7) days a week and carry a cell phone; position is on-call twenty-four (24) hours per day seven (7) days per week. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty (60) days of hire date.
