Job Summary:

Health Data Compass (Compass) is the technology innovation arm of the Colorado Center for Personalized Medicine (CCPM), CU’s banner initiative to improve patient health through the science of personalized medicine. Our team is implementing a data integration and analytics platform on cutting-edge, cloud-based technologies to support biomedical research and clinical excellence throughout the CU research enterprise and our hospital partners. Compass services are hosted on cutting-edge, cloud-based technologies.

The Engineering Manager, Data and Technology is a key leader within Compass and is responsible for Compass technology systems, including architecture, security, development, implementation, and maintenance. A successful Engineering Manager is innovative, a creative problem solver, and sets a vision for future state architecture for the Compass and CCPM cloud-native solutions. The Data Engineering Manager will influence and collaborate with the entire Compass unit, as well as CCPM, as the leader of HIPAA compliant, cloud-based solutions.

The Engineering Manager will report to Compass's Associate Director and support the data engineering team members. The Engineering Manager has extensive experience with Google Cloud Platform and maintains current professional certifications as appropriate. The Engineering Manager supervises the daily operations of the data engineering team and, in consultation with the Director of Compass, sets long term strategy and vision. The data engineering team members will be technical specialists with skills such as, application development, extract transform load (ETL) processes, cloud products and platforms, implementation of security measures, and automation. The Engineering Manager will provide leadership across Compass to the security and compliance, product development, project management, and the data delivery matrixed teams. In addition, the Engineering Manager will provide guidance to vendors and direct teams outside of Compass and CCPM, such as CU’s Office of Information Technology (OIT), who may perform support and maintenance activities, as well as staff augmentation or consulting services.

Examples of Work Performed:

The Engineering Manager will be responsible for:

  • Managing the data engineering team employees, including performance, workload, technical guidance/support, and professional growth.

  • Evaluating and/or proposing technical solutions to meet Compass’s vision and growth needs. The Manager will ensure Engineering Team efforts are managed appropriately to execute solutions, and will oversee testing and production deployments and integration with Compass GCP.

  • Examine, and as necessary remediate, product requirements, bugs, and enhancements.

  • Providing ongoing direction to vendors and support teams, such as OIT.

  • Reviewing, providing feedback, and ultimately committing to timelines for data engineering team project deliverables.

  • Driving data engineering committed timelines for project deliverables at least 90% of the time, unless changes to delivery dates are agreed upon and documented with the project management team.

  • Creating and/or reviewing system architecture or design documentation for Compass systems, including design and architecture documents for compliance.

  • Evaluating, modifying, or updating technical control requirements within system security plans for HIPAA compliance, in conjunction with the security and compliance team.

  • Running development and operations of the Compass systems, including development through maintenance

  • Ensuring quality of source to Compass data ingestion pipeline.

  • Creating, updating, and modifying processes and procedures for data engineering team

Salary and Benefits:

The salary range (or hiring range) for this position has been established at $73,102 to $92,985.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.

Qualifications

Minimum Qualifications:

  • Bachelor's Degree required in Computer Science, Engineering Management, Information Systems, Biomedical Informatics, or related fields.

  • Five (5) years of related professional experience, which must include:

  • Experience working with HIPAA compliant systems

  • Experience designing, developing, implementing, and maintaining technical solutions

  • Experience working with pubic cloud technology platforms, such as Google Cloud Platform

Required: Applicants must meet minimum qualifications at the time of hire

Preferred Qualifications:

  • Extensive experience with of healthcare data models and open source technologies including but not limited to Epic, OMOP, I2B2, Airflow, MPI methodologies, NLP methodologies, DLP methodologies, Python, R, PostGres, SQL Server, MYSQL, Tableau.

  • Certifications in Google Cloud Platform or related area, or must complete and provide documentation of certification within 3 months of being hired.

  • Leadership experience in multi-institutional, collaborative projects, especially in academic or healthcare environments.

Competencies:

  • Ability to communicate effectively, both in writing and orally

  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution

  • Demonstrated commitment and leadership ability to advance diversity and inclusion

  • Attention to detail and accuracy, with strong analytical and critical thinking skills

  • Knowledge of HIPAA regulations and healthcare data, clinical research, healthcare operations

  • Demonstrated effectiveness in a complex organizational environment

  • Experience demonstrated with certifications or proficiencies in e.g. Google Cloud Platform, Epic Clarity and/or Caboodle (Certifications to be provided within 3mo of hire).
